Abstract
The study focused on the extent to which an expansive educational policy is supported by the motives of the population. The always somewhat uncertain fate of educational proposals has earned the voters the reputation of hostility to education. The question of which motives are effective in education policy needs to be broadened: What is the profile of demand for educational institutions? What problems should the state primarily take care of? How does the population experience the education system? Where does the population think are the deficits and disproportionalities of the education system? Are the values aimed to achieve with an expansive educational system in correlation with the values of the population? Does the population share the elite's consensus on the expandsion of the educational system?
